Description

In the 1996 amendments to the Safe Drinking Water Act (SDWA) the U.S. Environmental Protection Agency (USEPA) wasdirected to publish a list every five years of unregulated microbial and chemicalcontaminants and contaminant groups that are known or suspected to occur indrinking water sources that may pose health risks if consumed by the public.This list is now known as the Contaminant Candidate List (CCL). Every fiveyears USEPA is required to evaluate at least 5 contaminants to determine whetherthey warrant control via regulation. In an effort to develop a systematicapproach that would identify contaminants of real concern, USEPA requested theassistance of the National Research Council (NRC). This paper reviews theNRC recommendations and recommends a simplified approach that iscompatible with the NRC approach while offering a pragmatic solution that canbe applied quickly to develop CCL3 which is due for review in 2008.
