Existing and upcoming surface water treatment rules, in conjunction with thegrowth of the membrane industry has prompted many states to develop an approachfor permitting and regulating membrane filtration technologies. Currently, theonly formal guidance from the US Environmental Protection Agency is in the formof the alternate filtration technologies (AFT) provision of the Surface WaterTreatment Rule (SWTR) Guidance Manual, which does not adequatelyaddress the removal capabilities and specific requirements of MF/UF. Some stateshave chosen to treat MF/UF as AFT, while other states have developed proceduresand requirements that are specific to membrane filtration technology. Thisdisparity has resulted in a wide range of regulatory requirements from state tostate, making it difficult to implement this technology in a consistent manner.Although there are a range of requirements, there are three common elements ofmost state regulatory approaches to MF/UF: demonstration of treatment efficacy;determination of removal credits; and, monitoring requirements. Demonstration oftreatment efficiency is typically achieved through an initial process evaluation,site-specific pilot testing or full-scale testing. An initial product evaluationmay include an analysis of existing performance data or certification testing.Pilot-testing is the most common method of demonstrating treatment efficiency,and is the approach recommended for AFT by the SWTR Guidance Manual. This paperwill provide an overview of the current regulatory approaches used by stateagencies. A summary of the state regulatory approach for MF/UF will be presented,followed by a detailed discussion of the key components of these approaches. Includes 12 references, figures.
