Description
Based on a case study in northern Kentucky, this paper provides insight into thedecision making process involved in the development of the proposal, submission of abid, and follow-up activities associated with acquiring a neighboring utility. Keyactivities can be summarized in the following steps:evaluate the need for the acquisition; analyze the tangible elements; identify the intangible issues; evaluate the competition; prepare the proposal; submit the bid; and, follow-up activities. This paper reviews key issues to be addressedby management and operations prior to submitting an acquisition bid, discusses thepreparation of a proposal and the pricing of the bid, and addresses how to handle thepublic relations aspect of a successful or unsuccessful bid.
