Description

The Public Service Commission of Kentucky (PSC) was concerned about a trend in it’s utilities towards an increased water loss problem and a decreasing amount of revenue. This paper describes an investigation into the reasons for the high number of rate applications and discusses a plan that assisted these utilities in reducing their water loss. The plan had a two-goal approach that included a meter testing program at each utility to begin pulling and testing those water meters that had been in the ground 20 to 25 years, and improving the record keeping procedure for water utilities to account for their water loss.
