Description

The greatest need for water distribution in the Municipality of Anchorage, Alaska is the transmission from Northeast Anchorage into the other service areas via the Anchorage Loop Water Transmission Main Project (Loop). Two alternatives were considered to complete the Loop. The Mayor of Anchorage requested that the route recommendation be reached through a supportable and auditable community consultation decision process. A task force of resource agencies, community leaders and Municipal staff was created to reach this decision. CH2M HILL introduced a structured decision support process to meet the Mayor’s request. Integrated within this series of steps were public open houses and workshops designed to solicit community input and values. The decision-making process was detailed, thorough, rigorous, and open at all stages. The Loop IV Route Selection Task Force recommended the North Perimeter Route be advanced for permit application. The decision process resulted in a successful outcome for the client and the community. Includes tables, figures.
